{"id":4977,"date":"2021-03-30T16:40:01","date_gmt":"2021-03-30T16:40:01","guid":{"rendered":"https:\/\/www.apdha.org\/cadiz\/?p=4977"},"modified":"2021-03-30T16:41:13","modified_gmt":"2021-03-30T16:41:13","slug":"los-hoteles-de-cadiz-deben-estar-al-servicio-de-la-ciudad-y-no-alreves","status":"publish","type":"post","link":"https:\/\/www.apdha.org\/cadiz\/los-hoteles-de-cadiz-deben-estar-al-servicio-de-la-ciudad-y-no-alreves\/","title":{"rendered":"Los hoteles de C\u00e1diz deben estar al servicio de la ciudad y no al rev\u00e9s"},"content":{"rendered":"<p><strong>El nuevo hotel proyectado en el vest\u00edbulo de la Estaci\u00f3n se suma a la avalancha de hoteles previstos, sin ning\u00fan plan que ordene y regule la actividad hotelera en C\u00e1diz<\/strong><\/p>\n<p><strong>Hoteles y viviendas tur\u00edsticas no pueden convertir a C\u00e1diz en una ciudad parque tem\u00e1tico para los turistas, sin resolver adem\u00e1s los grav\u00edsimos problemas de vivienda que sufre <\/strong><\/p>\n<p>Sin proceso participativo alguno y sin plan hotelero y tur\u00edstico, el Ayuntamiento de C\u00e1diz sigue alentando la proliferaci\u00f3n de hoteles en nuestra ciudad, sin haber evaluado previamente la capacidad de acogida de la oferta hotelera y con serias incertidumbres sobre la salida de la crisis sanitaria y econ\u00f3mica en la que nos encontramos.<\/p>\n<p>Hoteles previstos en Residencia Tiempo Libre, en Puerto Am\u00e9rica, en Puerto-Ciudad, en la Estaci\u00f3n, en el Estadio, en Valc\u00e1rcel, en C\u00e1novas del Castillo\u2026 al mismo tiempo que se cierran hoteles en activo, \u00bfno es un disparate? Urbanismo est\u00e1 actuando m\u00e1s como promotora de los intereses hoteleros que pretenden implantarse en la ciudad, que como defensora de los derechos b\u00e1sicos de sus ciudadanos: habitabilidad y vivienda.<\/p>\n<p>Ninguna de las actuaciones contempladas en el programa electoral en el \u00e1mbito tur\u00edstico de Adelante C\u00e1diz se ha puesto en marcha:<\/p>\n<ul>\n<li><em>Elaboraci\u00f3n de un Plan Director de Turismo con la participaci\u00f3n de todos los sectores afectados.<\/em><\/li>\n<li><em>Estudio de la implantaci\u00f3n de la tasa por pernoctaci\u00f3n en instalaciones hoteleras.<\/em><\/li>\n<li><em>Estudio del impacto ambiental de las actividades tur\u00edsticas.<\/em><\/li>\n<\/ul>\n<p>Y mientras tanto, las promociones hoteleras se disparan sin limitaci\u00f3n y regulaci\u00f3n alguna.<\/p>\n<p>Aunque varias ciudades espa\u00f1olas cuenten con hoteles en sus estaciones ferroviarias, no parece la mejor elecci\u00f3n erigir un edificio de 7 plantas al lado de unas murallas hist\u00f3ricas que son bien de inter\u00e9s cultural y que est\u00e1n necesitadas de una rehabilitaci\u00f3n urgente:<\/p>\n<div id=\"attachment_4978\" style=\"width: 380px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Imagen1-1.png\"><img aria-describedby=\"caption-attachment-4978\" class=\"size-full wp-image-4978\" src=\"https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Imagen1-1.png\" alt=\"\" width=\"370\" height=\"216\" srcset=\"https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Imagen1-1.png 370w, https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Imagen1-1-300x175.png 300w, https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Imagen1-1-150x88.png 150w\" sizes=\"(max-width: 370px) 100vw, 370px\" \/><\/a><p id=\"caption-attachment-4978\" class=\"wp-caption-text\">Hotel proyectado en el vest\u00edbulo de la Estaci\u00f3n<\/p><\/div>\n<p>Tampoco contamos con la informaci\u00f3n necesaria para evaluar el dise\u00f1o del llamado Plan Plaza de Sevilla, en el que se inserta este proyectado hotel, a pesar de que ha sido pedido reiteradamente al concejal de Urbanismo. La transparencia de C\u00e1diz a la hora de acceder a la informaci\u00f3n brilla, pero por ausencia.<\/p>\n<p>Adem\u00e1s, la ordenaci\u00f3n tur\u00edstica en C\u00e1diz debe responder a los dos objetivos de la Estrategia de Turismo Sostenible de Andaluc\u00eda:<\/p>\n<ol>\n<li>Implantaci\u00f3n de acciones de sostenibilidad medioambiental y adaptaci\u00f3n al cambio clim\u00e1tico.<\/li>\n<li>Implantaci\u00f3n de modelos de gesti\u00f3n integral de la calidad en los destinos tur\u00edsticos y su incidencia en el itinerario de consumo tur\u00edstico.<\/li>\n<\/ol>\n<p>Es inaceptable que, sin haber asegurado su viabilidad y sostenibilidad, el Ayuntamiento de C\u00e1diz se abra a toda iniciativa hotelera, agudizando el creciente fen\u00f3meno de turistificaci\u00f3n de la ciudad. Los colectivos firmantes no estamos en contra del turismo, pero s\u00ed censuramos un turismo de monocultivo, sin ordenaci\u00f3n y ocupando espacios vitales de la urbe. Un turismo ligado a la cultura, a los congresos, a la gastronom\u00eda, a la naturaleza\u2026, no solo es deseable, sino necesario. Pero la depresi\u00f3n econ\u00f3mica que sufre la ciudad, con la acumulaci\u00f3n de locales <em>se vende, se alquila, <\/em>no puede ser la excusa para aceptar toda pretendida inversi\u00f3n hotelera, que, adem\u00e1s de arrastrar una viabilidad improbable, contribuye a desnaturalizar el tejido vivo de C\u00e1diz. La turistificaci\u00f3n confinada actual no puede ser la antesala de la turistificaci\u00f3n especulativa y desregulada del futuro pr\u00f3ximo.<\/p>\n<p>Todo ello lo reclamamos enmarcado dentro de un nuevo Plan General de Ordenaci\u00f3n Urbana que d\u00e9 respuestas adecuadas a las crisis del presente y del futuro: sanitaria, de empleo, de vivienda, ecol\u00f3gica\u2026 en una situaci\u00f3n de
