firmantes, queremos trasladar a los Partidos Pol\u00edticos, medios de comunicaci\u00f3n y fundamentalmente la ciudadan\u00eda \u00a0de San Fernando, las reivindicaciones que consideramos imprescindibles se hagan\u00a0 efectivas en los pr\u00f3ximos a\u00f1os para mejorar las condiciones extremas\u00a0 en la que viven las personas sin hogar (PSH) en nuestra ciudad y los colectivos resumido<\/a><\/strong><\/p>\n<p><strong>1\u00ba Por unos Servicios Sociales comunitarios de car\u00e1cter integrador y no simplemente asistencial.<\/strong><\/p>\n<ul>\n<li>Aumento de profesionales en los Servicios Sociales<\/li>\n<li>Fin de los procesos de privatizaci\u00f3n y externalizaci\u00f3n, de los Servicios Sociales, que consideramos han de ser abordados por la gesti\u00f3n p\u00fablica.<\/li>\n<li>El empadronamiento como puerta de acceso a la plena ciudadan\u00eda e integraci\u00f3n, requiere\u00a0 medidas que lo faciliten, especialmente en el caso de las personas sin hogar (PSH)<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\u00a0<strong>2 \u00ba Equipos de calle: <\/strong><\/p>\n<ul>\n<li>Imprescindibles equipos de calle multidisciplinares destinados a detectar y acompa\u00f1ar de forma individualizada a las PSH.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>3\u00ba Centro de d\u00eda<\/strong><\/p>\n<ul>\n<li>Espacio donde las personas sin hogar, en horario de ma\u00f1ana y tarde, puedan tener acceso a descansar, hacer uso de lavander\u00eda, ver televisi\u00f3n, guardar sus pertenencias, refugiarse de las inclemencias del tiempo etc., a la vez que son atendidas por equipos multidisciplinares en su proceso de integraci\u00f3n.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>4\u00ba Pol\u00edticas alternativas a los Albergues actuales.<\/strong><\/p>\n<ul>\n<li>Revisar las respuestas que se ofrecen desde el sistema de atenci\u00f3n, orient\u00e1ndolo hacia otras m\u00e1s eficientes y sostenibles, que apuesten por la autonom\u00eda y la vida independiente, se\u00f1al\u00e1ndose \u00a0principalmente el modelo donde lo primero es la vivienda\u00a0 <strong>\u201cHousing First\u201d<\/strong>. Mientras tanto, como medida transitoria, la creaci\u00f3n\u00a0 de un centro de acogida municipal <strong>de alta tolerancia.<\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>5<\/strong><strong>\u00ba Mejoras Albergue\u00a0 Federico Ozanam.\u00a0 <\/strong><\/p>\n<ul>\n<li>Adecuar a la normativa obligatoria y vigente la accesibilidad\u00a0 y seguridad del edificio: eliminaci\u00f3n de barreras arquitect\u00f3nicas, adecuaci\u00f3n ba\u00f1os, ascensores,\u00a0 salidas de emergencia etc.<\/li>\n<li>Urgente Instalaci\u00f3n de taquillas individuales para evitar continuos robos.<\/li>\n<li>Garantizar la permanencia de las personas sin hogar durante periodos prolongados de tiempo, mientras se encuentren en situaci\u00f3n de vulnerabilidad.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>6\u00ba Aseos p\u00fablicos<\/strong><\/p>\n<ul>\n<li>Aseos o ba\u00f1os p\u00fablicos adaptados y en n\u00famero suficientes, con un adecuado mantenimiento para uso de toda la ciudadan\u00eda.<\/li>\n<li>Instalaci\u00f3n y mantenimiento de mayor n\u00famero de fuentes de agua potable en toda la localidad.<\/li>\n<\/ul>\n<p><strong>7<\/strong><strong style=\"font-weight: 400;\">\u00ba Acceso a la vivienda. <\/strong><\/p>\n<ul>\n<li>Incrementar pol\u00edticas de vivienda p\u00fablica para alquiler, que tanto escasean en nuestra ciudad.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>8\u00ba Pol\u00edticas activas de inclusi\u00f3n personas sin hogar. <\/strong><\/p>\n<ul>\n<li>Priorizar pol\u00edticas\u00a0 participativas y reales encaminadas a la erradicaci\u00f3n del sinhogarismo.<\/li>\n<li>Conciertos municipales con empresas para contrataci\u00f3n de personas en situaci\u00f3n de calle.<\/li>\n<li>Programa social de vivienda en r\u00e9gimen de alquiler social que garantice el acceso a la vivienda de las personas m\u00e1s empobrecidas, entre ellas las personas sin hogar.<\/li>\n<li>Soporte de pol\u00edticas municipales para avalar el alquiler a personas que perciben una renta m\u00ednima, en tanto no se mejoren las condiciones de vivienda p\u00fablicas.<\/li>\n<li>Campa\u00f1as de sensibilizaci\u00f3n respecto a la realidad social de las personas sin hogar para erradicar ataques de aporofobias (miedo y rechazo hacia las personas pobres).<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>\u00a0 9\u00ba\u00a0 <\/strong><strong>El derecho al agua, la luz y la vivienda, Derechos Humanos<\/strong>.<\/p>\n<ul>\n<li>Aprobar ordenanzas municipales y fondos presupuestarios que garanticen los suministros de luz y agua para toda la ciudadan\u00eda en situaci\u00f3n de vulnerabilidad.<\/li>\n<li>Ning\u00fan desahucio m\u00e1s sin alternativa habitacional digna y estable.<\/li>\n<li>Tramitar y aprobar una ordenanza municipal sobre viviendas vac\u00edas para permitir aumentar la oferta de vivienda en alquiler a un precio asequible y justo.<\/li>\n<li>Poner en marcha programas de ayudas municipales al alquiler
