{"id":851,"date":"2015-10-23T09:26:26","date_gmt":"2015-10-23T09:26:26","guid":{"rendered":"http:\/\/www.apdha.org\/cadiz\/?p=851"},"modified":"2017-09-03T17:14:55","modified_gmt":"2017-09-03T17:14:55","slug":"el-derecho-a-la-vivienda-no-se-puede-convertir-en-un-espectaculo-politico","status":"publish","type":"post","link":"https:\/\/www.apdha.org\/cadiz\/el-derecho-a-la-vivienda-no-se-puede-convertir-en-un-espectaculo-politico\/","title":{"rendered":"El derecho a la vivienda no se puede convertir en un espect\u00e1culo pol\u00edtico"},"content":{"rendered":"<p><strong><span style=\"color: #993300;\">Comunicado de la APDHA, ante la convocatoria de un pleno extraordinario \u00a0del Ayuntamiento de C\u00e1diz sobre Vivienda.<\/span><\/strong><\/p>\n<p><a href=\"http:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10.jpg\"><img class=\"alignleft  wp-image-718\" src=\"http:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10-300x132.jpg\" alt=\"OLYMPUS DIGITAL CAMERA\" width=\"400\" height=\"176\" srcset=\"https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10-300x132.jpg 300w, https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10-1024x451.jpg 1024w, https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10-150x66.jpg 150w, https:\/\/www.apdha.org\/cadiz\/wp-content\/uploads\/Osorio-Junta-10.jpg 1169w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/a>La APDHA viene denunciando reiteradamente la situaci\u00f3n de emergencia habitacional que sufren los gaditanos: una lista de demandantes de vivienda que alcanza las 6.500 personas, casi 7.000 viviendas vac\u00edas, un numero de infraviviendas que ronda las 400, m\u00e1s de 160 personas sin hogar, cortes de luz y agua, desahucios, ocupaciones \u2026..<\/p>\n<p>Mientras esto sucede la Junta de Andaluc\u00eda cierra la oficina de Rehabilitaci\u00f3n del Centro Hist\u00f3rico de C\u00e1diz, paraliza la construcci\u00f3n de viviendas en Matadero, Cerro del Moro, Corral\u00f3n de los Carros, Troilo\u2026 y sigue sin aprobar un Plan Andaluz de Vivienda desde que finaliz\u00f3 la vigencia del anterior en el a\u00f1o 2012.<\/p>\n<p>Por ello la APDHA exige que el Pleno Extraordinario sobre vivienda que se va a celebrar el pr\u00f3ximo d\u00eda 29 en el Ayuntamiento de C\u00e1diz no se convierta \u00a0en un espect\u00e1culo pol\u00edtico. Comprende sin duda que hay estrategias pol\u00edticas distintas y posiciones diferentes.\u00a0 Pero el derecho a una vivienda digna no puede supeditarse a \u00a0estrategias pol\u00edticas por m\u00e1s leg\u00edtimas que sean.<\/p>\n<p>La situaci\u00f3n de emergencia habitacional se\u00f1alada exige estrategias pol\u00edticas que deben implicar la adopci\u00f3n de las medidas urgentes e imprescindibles dirigidas a \u00a0hacer efectivo el derecho a la vivienda, prioritariamente a las personas en situaci\u00f3n de pobreza.<\/p>\n<p>Desde la APDHA entendemos que en C\u00e1diz existe una mayor\u00eda pol\u00edtica sensible a este derecho, tanto en el gobierno como en la oposici\u00f3n,\u00a0 y resulta lamentable que ello no sirva para avanzar con di\u00e1logo y sensatez en la soluci\u00f3n de los problemas que padece nuestra ciudadan\u00eda. Son precisas medidas urgentes que hemos se\u00f1alado en reiteradas ocasiones:<\/p>\n<ul>\n<li>En los suministros b\u00e1sicos, a\u00fan no resueltos<\/li>\n<li>En el funcionamiento del \u00e1rea de servicios sociales<\/li>\n<li>En la adopci\u00f3n de ordenanzas para el fomento del alquiler<\/li>\n<li>En eliminar las infraviviendas<\/li>\n<li>En posibilitar la rehabilitaci\u00f3n o construcci\u00f3n de nuevas viviendas en los inmuebles o solares propiedad de la Junta de Andaluc\u00eda y Ayuntamiento.<\/li>\n<li>Etc\u2026<\/li>\n<\/ul>\n<p>APDHA considera que el Derecho a una Vivienda Digna es un Derecho Humano, recogido en la Constituci\u00f3n y en el Estatuto de Autonom\u00eda y por tanto corresponde a las Administraciones, de forma solidaria y coordinada, articular las herramientas necesarias para desarrollar este Derecho. Es por ello por lo que pedimos di\u00e1logo y acuerdo para poner en marcha medidas como las anteriores o como las que se puedan implementar, pero advertimos que nada de lo que los gaditanos reclaman puede hacerse solo desde el Ayuntamiento sin la implicaci\u00f3n de la Junta de Andaluc\u00eda.<\/p>\n<p>La APDHA muestra su indignaci\u00f3n ante la pasividad, inoperancia e incluso inacci\u00f3n culpable por parte dela Junta de Andaluc\u00eda. Responsable \u00faltimo de las pol\u00edticas de vivienda y que tiene paralizadas en toda Andaluc\u00eda la adopci\u00f3n de medidas para impulsar el cumplimento de ese derecho a una vivienda digna. Pero tambi\u00e9n exigimos al Ayuntamiento el cumplimiento de un programa\u00a0 que descansaba fundamentalmente en el Derecho a la Vivienda y a los suministros b\u00e1sicos con el que el pueblo gaditano le otorg\u00f3 su confianza.<\/p>\n<p>Solicitamos a todos nuestros concejales para que de forma solidaria lleguen a los acuerdos necesarios y suficientes que permitan reclamar y alcanzar un acuerdo entre el Ayuntamiento y Junta de Andaluc\u00eda que permita atender la situaci\u00f3n de tantos gaditanos que reclaman el cumplimiento de un Derecho Humano: <strong>vivir dignamente<\/strong>.<\/p>\n<p>C\u00e1diz 23 de octubre de 2015<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Comunicado de la APDHA, ante la convocatoria de un pleno extraordinario \u00a0del Ayuntamiento de C\u00e1diz sobre Vivienda.
